Viennese Waltz Technique

Apparently the turns are not meant to have continuous upper body rotation but rather the upper body should go into and out of twist through a measure.

Turns in VW are led with the upper body (twist is from the shoulders down).

For leader, for a right/natural turn, on (1) the shoulders twist right, on (2) LF steps left and body untwists, on (3) the feet are together ahead of the body, the body is behind the feet somewhat, but follower is on the right which is ahead of the feet in a sense.
